摘  要:由于淹没损失大增,二级开发水库费用竟占工程总投资的47%,该工程难以承担如此昂贵的水库费用,也无法妥善安置移民,加之今后要大力节约用水,也不再开发大柳树等灌区,农业用水及其需要的反调节库容将大减,黑山峡水库的作用及其梯级补偿效益很小,故现在赞同该河段四级开发方案。Owing to the big rise of inundation loss, the two-stage development of reservoir accounts for 47% of the total project cost. Thus, the project can neither afford expensive operation of the reservoir nor make a proper arrangement of resettlement. It will greatly economize on water in future, and no more development will proceed for Daliushu irrigation areas. In addition, water used for agricultural irrigation and its required reregulation storage will be greatly decreased. The function of Heishanxia reservoir and its benefit from the cascade project compensation are very small. So, it is agreed up to now to adopt the four-stage development alternative of the reach.
