摘　　要：针对河北省财政管理体制现状,对财政管理体制中存在的问题、政府间财政支出的划分、财政民主化、乡(镇)财政、各级地方政府义务教育的责权和财政支出的划分等问题展开讨论,并提出了相应的对策。Aiming at the present conditions of Hebei financial management system, the problems in financial management, the division of financial expenditure between governments, financial democracy, the duties and rights of compulsory education of all kinds of governments, and the division of financial expenditure were discussed in this paper. The corresponding strategies were put forward as well.
