地方地震工作的区域联防初探

摘　　要：地方地震工作的区域联防是特指在我国内陆跨省(市)、跨地区,按照震害客观分布情况由若干个地方地震部门自愿联合起来的区域地震工作协作组织。“淮海经济区地震联防会”是在我国大陆地震活动进入新的活跃期,勾适应减轻地震灾害的需要。由苏、鲁、豫、皖四省十六地(市)自发联合,于1989年成立的。本文通过“联防会”的产生、机构性质、主要任务、活动方式、组织管理工作的回顾与思考,提出了一个区域联防的工作模型。在实践的基础上总结出区域联防的协作、交流、激励、探索等功能;针对存在的问题,提出了改进区域联防的六条设想和建议。The regional joint defence of the local seismological work refers especially to the regional seismological work coordinated organization, which is established by a number of local seismological work departments distributed in accordance with the conditions of seismic disaster and usually cuts across several provinces (or cities) or prefectures in our country's continent, on a voluntary basis. 'THE JOINT DEFENCE COMMISSION AGAINST EARTHQUAKES IN HUAIHAI ECONOMIC ZONE' is established vohuntairlly by sixteen prefectures (or cities) in Jiangsu, Shandong, Henan and Anhui provinces in 1989, the purpose of which is to fight off the effects of seismic disaster when seismic activity enters into a new active period in our country's continent now. This paper put's forward a regional Joint defence work model through the reviewing and thinking of the establishment and management of 'Joint Defence Commission', its characters, its main tasks and its workmode. This paper also generalizes the functions of the Regional Joint Defenee in coorperation, communication, stimulating and probing, It also puts forward six imagines and suggestions on the extant problems.
