摘　　要：当前农村信用社的改革已全面展开,从农信社改革的最新动向入手,探讨农信社改革的新途径——并购重组。通过对农信社并购重组必要性与可行性的分析,找出农信社并购重组中亟待解决—的问题,并从建立法律体系、重塑政社关系、培育中介机构、完善产权市场、健全保障机制五个方面提出相应改进措施,以保证并购重组的顺利进行,加速农信社改革进程。At present the reform of rural credit cooperatives are being conducted in an all-round way particularly featuring that the up-to-date trends in this reform is attracting full attention and that merger & acquisition as a new way for the reform of rural credit cooperatives is under earnest discussion. This paper conducts an analysis of the necessities and feasibilities of the merger & acquisition of rural credit cooperatives attempting to find out the problems that have to be settled urgently in the reform. It also proposes some effective measures from the aspects of establishing legal system remolding the relationship between government and rural credit cooperatives cultivating intermediary institutions improving equity market and perfecting guarantee mechanism. According to the author only by thus can we ensure that the merger & acquisition will work smoothly and that the reform will be accelerated.
