摘　　要：分析公立医院改革的困境,提出产权制度改革是公立医院管理体制改革的核心和基础,并指出政府在改 革中的职责。In this paper, the predicament of public hospital reform has been analyzed. The author presents that property rights are essential and primary to the management system reform of public hospital. Also the responsibility of the government in the reformation is pointed out.
