摘　　要：剖析了海门市环境信访增多的主要表现及形成原因,阐述了领导重视是做好环境信访的基础,针对企业违法行为屡禁不止是环境信访多、查处难的主要矛盾,从环境信访和环境日常监察的关系方面,对坚持"两手抓治本控源"方法进行了初探,强调了必须全面落实环境信访责任制和提高信访调处队伍素质,就切实做好环境信访提出了建议与对策。Through analyzing the main forms and the causes of the increasing letters and visits from the masses about environmental problems in Haimen City,the thesis describes that the foundation of doing a good job of environmental letters and visits from the masses is that the leader pays attention to.Aiming at the main contradictions of excessive letters and visits from the masses and unmanageable investigation and prosecution caused by the enterprises ceaseless illegal activities in despite of repeating prohibition,this paper explores the methods of 'insisting on both bands by grasping the essence on one hand and controlling the origin on another' and emphasizes that it must implement the responsibility system of the environmental treatment for the letters and visits from the masses and improve the quality of the investigating teams of the letters and visits from the masses in an all-round way,then puts forward countermeasures on doing a good job of the environmental letters and visits from the masses conscientiously.
