摘　　要：主要通过制定替代方案的方法包括成本一效益分析法、对比替代方案法、专家判断法和权重法等 ,结合沈阳市浑南新区发展规划 ,从经济发展与环境保护并重的角度出发 。This paper primarily establish the alternative plan which included the cost— benefit analying method,plan contrasting- alternating method,expert judging method and weighting method,etc.Combining with development of the Hun nan New District in Shenyang,from economic development and environmental protection,this paper determined the alternative plan from the higher level and the wider range to reach both established developmental goals and environmental protection request.
