摘　　要：经过一百年的发展 ,中国图书馆事业已经初步完成了数量扩张的基本任务 ,今后的一百年将步入质量延伸的发展阶段。这一阶段的核心目标是服务能力的提高。服务能力的提高必须以维护和保障公民的知识权利的理念作为指导思想。图书馆是民主社会为了保障公民的知识权利而选择的制度安排。强调维护和保障公民的知识权利 ,这是“后图书馆学”Development that through 100 years, Chinese libraianship already the first step completes the basic mission that quantity extend,from now on of the stage in development that 100 years will follow the quantity the extension.The core target of the this stage is the exaltation of the service ability.The exaltation of the service ability musts to support with guarantees the principle conduct and actions of the knowledge right of the citizen guides the thought.The library is a democratic society for the sake of the knowledge right that guarantees citizen but the system arrangement of the choice.Emphasize the maintenance with the knowledge right that guarantees citizen,this is“Post-library science”of theories characteristic.
