世行贷款卫生项目对我国卫生发展的作用

摘　　要：文章介绍了世界银行项目管理模式 ,回顾了我国自 1983年以来利用世界银行贷款开展卫生项目的基本情况 ,认为世界银行贷款卫生项目对我国卫生事业发展产生了重大影响 ,主要表现在 :缓解了卫生资源不足 ,改进了卫生资源配置和利用的合理性 ;在卫生领域引进了新思想、新技术和新方法 ;提高了项目地区卫生服务机构提供卫生服务的能力和质量 ;改善了项目地区人群健康水平 ;促进了我国重点卫生工作的顺利开展 ,对项目外地区起到了示范性作用。The article introduces the World Bank's model for project management and reviews the main facts of health projects supported by the World Bank in China since 1983. It indicates that the health projects supported by the World Bank produce a great deal of influences to health sector in China. The main achievements include softening shortage of health resources and promoting rational allocation and utilization of health resources; introducing new philosophy, techniques and methods in health sector; enhancing capacity and quality of health services supplied by health service providers; improving health status in project areas; facilitating smooth implementation of health development priorities and playing a model role for areas beyond those projects.
