摘　　要：“两委合一”的体制性安排使乡镇成为最大的受益者 ,广大村民的权益却时常受到侵害 ,这不利于村民自治的健康发展。只有完善法律 ,真正依法自治 ,才是解决问题的正确途径。System quality on” committees unify” arrange for and make villages and towns become most heavy beneficiary, But the masses of villagers' rights and interests are often encroached on, this does not benefit the sound development of villager's autonomy . It is a correct way to solve the problem to only perfect the law and really govern oneself according to law.
