摘　　要：阐述了电能计量计费系统的设计和实现技术,针对网络化时代的特点提出了基于以太网方式的结构框架,并给出了底层通信方式选择、通信协议的实现、电表接口设计等关键问题的解决方案。This paper introduces the design of energy Tele-meter and Billing system and its key technology. A architecture frame based on Ethernet is proposed and the resolution of the key problem is described in detail, including the selection of communication mode, the implementation of communication protocol, the design of meter interface , etc.
