军民通用装备社会化保障模式研究

摘　　要：如何在军费有限的情况下,提高军队装备保障的效能,已成为世界各国军队日益关注的问题.实施军民通用装备保障社会化,使地方经济、技术实力为军队建设服务,既可减轻军队压力,又可促进地方经济发展,不失为一条可行之策;从建立军民通用装备社会化保障模式的必然性、可能性和必要性着手,研究了美军和日军的装备社会化保障模式;分析了我军装备保障现状,并从理论建设、体制建设和管理训练等角度对我军军民通用装备保障社会化的推行提出了几点建议.Under the circumstances of the limited military expenditure, how to raise the equipment support efficiency has become an increasingly concerned problem in the world armed forces. The implementation of the equipment support in common use of military-civil aspects that makes the strength of the civil economy and technology serve for the armed forces, can not only lighten armed forces burden, but also promote the development of civil economy. It would be regarded as one feasible method. In view of the inevitability, possibility and necessity of establishing the socialized modes of the equipment support in common use of military-civil aspects, the paper investigates the socialization mode of equipment support in USA force and Japan force, and analyzes the actuality of equipment support of PLA. And the paper also puts forward some effective measures in the theory construction, system construction, training and management to the equipment support in common use of military-civil aspects for PLA.
