摘　　要：产权明晰是电网企业“政企分开”,实现企业转型和市场化运作的基础。分析了电网企业与用户之间界面、投资、产权和责任的现状,提出理顺电网企业与用户之间界面的改革建议,并系统论述电网企业与用户之间投资、产权、运行维护、安全及法律责任的分界点。结合广东省情况对业扩工程建设投资进行测算及投资效益分析和评估,提出了基本思路和实施意见。Property distinction is the base to realize transformation and mark eted operation for grid utilities separating of policy and enterprise. Analyze t he institution of interface, investment, property and responsibility between gri d utilities and users. Bring out reformation suggestion of smoothing the interfa ce between grid and users and illuminate systematically interface pot of investm ent, property, operation maintain, safety and legal responsibility. Combine the Guangdong province institution measure, investment benefit analysis and assess b ring out the basic thought route and implement suggestion.
