摘　　要：国际电联(ITU-T)已经提出了下一代IP电信网(NGN)的主要需求和技术特征,由运营商网络通过开放接入网络向用户提供业务接口是满足这些需求和技术特征的重要条件。本文基于ITU-T定义的NGN技术特征,提出了开放接入环境下运营商网络—用户接口(UNI)的结构和主要功能。这个接口在传输、承载、会话、业务和应用各个层次上提供的开放接入、网络会聚、业务会聚能力,对于保证网络和业务的开放性、网络和业务资源的可管理和可运营性具有重要的意义。Major requirements and characteristics of the next generation telecom network (NGN) have been proposed by ITU-T in lately meetings. It is necessary to design a new interface between user and operator's networks (UNI) through open access for satisfying the requirements and characteristics in order for operators to provide network convergence and service integration and to make the network manageable and operateable. This paper presents our approaches on the architecture and functionality of the open interface with transport, bearer, session and service, even application layer functions satisfying the requirements and characteristics defined by ITU-T.
