摘　　要：分析了我国目前项目管理模式中风险分摊的不合理之处,并按照风险有效分摊原则,力图对工程项目设计施工阶段管理模式进行了改进。Effective distribution of risks could give enthusiasm to those who assume the risks ,on the contrary ,unreasonable distribution of risks always impair the driving force to reduce the risks ,and then probably lead to the failure of the project . This article analyse something unreasonable in the distribution of risks at present, and put forward some advices to improve the project management model within the stage of design and construction of the project according to some principles to distribute the risks effectively.
