摘　　要：在我国大部分地区,公立医疗机构产权改革是在当地政府领导下,仿照国有企业的产权改革程序进行。但是, 在公立医疗机构的托管制改革中,还没有专门的程序可以遵循。地方卫生行政部门通常掌管着医疗机构委托管理的改革过 程。Major property right reform cases of healthcare facilities are managed by the local governance and followed the property right reform procedure of state-owned enterprises. However, there is not specical procedure for leading the reform of contract operation. The local health bureaus often control the reforn of healthcare facilities' contract operation.
