摘　　要：介绍了国际海事组织新通过的《国际船舶压载水和沉积物管理与控制公约》的主要要求 ,包括公约本身的条款和技术负责的规定 ,该公约是IMO通过的第一个涉及生物入侵方面的海洋环境保护公约 。This article provides a brief introduction of the standards and requirements set out by the International Convention for the Control and Management of Ships' Ballast Water and Sediments,which was newly adopted by IMO on 13 February 2004.The Convention includes two parts,the convention itself and its Annex containing the technical regulations.This Convention is IMO's first legally binding instrument governing biological invasion through ballast water in marine environment protection.The Convention will bring important influence on the world merchant fleet.
