摘　　要：峰谷电价是开展电力需求侧管理的重要手段之一,为充分发挥价格杠杆对用电负荷的调节作用,促进社会资源的优化配置,保证发、供、用3方的合法权益,安徽省对峰谷电价方案进行了完善。阐述了安徽省峰谷电价的实施背景、方案的主要内容和创新特点,2004年上半年的实际执行情况及取得的效果,并结合安徽省实际情况,对下一阶段如何优化峰谷电价方案,使其进一步发挥价格杠杆作用提出了建议。The peak-valley price is one of the key measures to carry out power demand side management. In order to use price lever to regulate power consumption load fully, stimulate the optimization of social resources and guarantee legal profits of the three parties of the generator, the supplier and the consumer. Anhui Province has taken measures to improve the peak-valley price scheme. The paper explains the background, major contents and innovative features of the scheme, and its actual implementation and results in the first half of 2004. Based on the facts of Anhui Province, the paper presents suggestions on how to optimize the peak-valley price scheme in next stage and how to make further use of price lever.
