摘　　要：供电企业采取预付电费方式保障电费债权回收是解决电费回收难题的重要措施之一。采取比较分析、实证的方法对预付电费的实施方式、性质以及与现行停电程序之间的关系进行了分析。供电企业采取预付电费的方式应与用户协商进行;预付电费性质应理解为用户购买相应电量的行为;预付电费与现行电力法律法规规定的停电程序并不冲突。Supplying electricity enterprise adopts payment in advance of electricity as one way to resolve the problem about charging the electrical power.The thesis deal thoroughly with the implementing way,nature of payment in advance and the relationship between payment in advance and the current procedure of black-out through comparative analysis and practical testimony.Supply electricity enterprises should negotiate with clients before adopting this approach.Payment in advance is practically understood as an act of purchasing electrical power and it is compatible with the laws and regulations relative to it in effect.
