摘　　要：全面建设小康社会宏伟目标的确定和"五统筹"新要求的提出,标志着我国由倾斜式发展战略转向全面协调发展战略。在此前提下,我们应扩展国债使用范围,改进国债使用方式,创新国债使用管理制度,使国债资金的使用向中西部倾斜,向农村地区倾斜,向社会公益事业和经济结构调整倾斜,这将有利于更为公平和更有效率地使用国债资金,也更有利于社会整体和各区域社会福利的增进。Building general rich society and '5 overall plans' indicate that our development strategy changes from tilting one to harmonious one. So, we should enlarge the usage of the public debts, improve the usage, change the management institute, and tilt to middle and west areas and rural areas, to public u tility, and to adjusting economic structures. All this will improve the social and regional welfare.
