摘　　要：本文以传统工业基地、资源型城市山西省大同市技术改造贷款的发展为个案研究对象,探讨技改贷款所面临的市场、政策和制度三重约束。近年来,技改贷款在总量和占比上都呈逐年下降趋势,直接影响到传统工业基地的振兴、区域经济发展和结构优化。就此,本文从银行、政府和企业三个角度提出政策建议。This paper studies the loans for investment in innovation in Datong City, Shanxi Province. The shrinking trend of both outstanding amount and percentage of such loan in recent years negatively affects the revival of traditional industrial cities, regional economic development and restructuring. This paper discusses the triple restrictions by credit market, policy and institutional arrangement, and hence generates related policy suggestions.
