试论公立医疗机构体制改革的发展性控制

摘　　要：我国正在进行的公立医疗机构体制改革,是医疗服务向医疗市场体制转型的重要举措。要成功实施这一转型, 采取"渐进性改革、稳中求进"的发展性控制模式是我们的必然选择。公立医疗机构体制改革中的发展性控制,是以维护社会的稳定,实现利益的平衡,形成高尚的医德医风,建立良好的医患关系,促进社会主义卫生事业的健康、协调发展为目标,主张选择和运用多元的控制手段,强调多元控制手段综合运用的重要性。Public medical institution systems is be reformed at present in our country, this is a important means to the transition of medical market, to achieve the transition successfully, the control mode aiming at development of 'gradual-reform, stable-yet-progressive' is our inevitable adoption. It sets as its goal maintaining social stability as well as achieving balance of varied interests, constructing great medical morality and discipline, setting a good relation between doctor and patients, promoting sustainable development of socialist health services. Meanwhile, it insist that the synthetic control mode is very important by adopting and utilizing diversified control means.
