摘　　要：以联合国教科文组织关于历史城镇及城市地区保护的《ICOMOS宪章》为出发点,分析总结出历史街区价值的衡量标准和保护原则;将体验经济的原理与历史街区的价值分析相结合,提出历史街区旅游开发主题的确定方法和功能分布的组织原则;最后结合景德镇三闾庙历史街区保护开发规划实例进行详细说明,从而为历史街区的开发提供依据.The report starts its analysis from the ICOMOS conventions, and lists the criterions that should be obeyed in the exploitation in historic blocks. And then some principles in the experience economy are used in the historic evaluation and analysis, which direct the subject of the exploitation and the rules that be abided in function organization. At last an instance of the protection and exploitation planning in Sanlv Miao historic blocks in Jingdezhen city is illustrated in detail. All the disquisition intends to provide a solution for the problems found in the exploitation of the historic blocks.
