摘　　要：2 0 0 8年奥林匹克运动会将在中国首都北京举行。在近七年的筹备和举办过程中 ,困难和挑战是必然存在的 ,关键是如何从实际出发 ,克服和解决好方方面面出现的问题 ,尤其是调整好制度上和法律上的难点。文章试图通过对行政法基础理论的说明和分析 ,对如何解决奥运会筹备及举办过程中可能出现的若干行政法律问题提出一些粗浅的建议 ,并希望能有利于实际部门的操作 ,在办好这一举世瞩目的国际盛会的同时 。The 2008 Olympic Games will be held in Beijing, the capital of the People's Republic of China. There must be difficulties and challenges in the process of the preparation of nearly 7 years. It is of much importance to overcome the difficulties and to solve the problems from various aspects, especially to adjust the difficulties of the administrative and legal system from the practicality. Through the explanation and analysis of the basic theory of the administrative law simple suggestions were made on how to deal with the problems of the administrative law, possibly occurring in the process of the preparation and conduction of the 2008 Olympic Games, hoping to benefit the operation of the functional departments as well as to promote the development and improvement of the Chinese legal administration at the same time with the conduction of the international pageant attracting world wide attention.
