摘　　要：完整的行政听证主体制度的建立,有利于实现行政行为民主、公开、公正的要求,因此以行政听证主体为对象,通过与各国听证主体制度的比较,解析我国行政听证主体制度的不足,并通过借鉴美国等国家的做法及挖掘我国地方立法实践运作的创新举措来探讨我国行政听证主体制度的完善。The construction of the integrated main-body system of administrative hearing of witnesses is beneficial to meet in the requirements of democracy, publicity and justice. This paper, focusing on the system of administrative hearing of witnesses, analyzes the disadvantages of the system running in China by comparing it with that of other countries, thus discusses how to perfect this system by refering to the practices in America as well as studying some innovative practices in the local legislations of China.
