林草植被建设的经济补偿机制及对策研究

摘　　要：指出林草植被建设中存在的主要问题,分析退耕还林(草)的运行机制,明确经济补偿是生态公益性林草植被价值的实现形式。探讨生态林经济价值补偿的方式、方法及标准,提出关于生态退耕的政策措施建议,建立完善绿色核算体系,明晰土地产权,建立完善青山买卖市场,把生态公益林建设区和受益区区划到乡、村,开征环境建设税,减免林业税费,形成多方协调、监督的补偿机制和经济补偿浮动制,走市场化道路,扶植和培育生态环境建设产业。Point out the problem Forest-grass vegetation construction. Analysing cropland conversion operation mechanism. Clear-cut economy compensation is that value of realization shape of the ecology commonweal Forest-grass vegetation. Economy value of ecology woods compensation manner, means and criterion . Propose policy of biologic rescue. Establish improving the green business counter system. Improving the business market of green mountains. Construction district and benefit of the ecology public welfare woods be partitioned to the village. Begin to levy taxes by the environment building duty. Taking shape harmonizes and supervisory in every way compensation mechanism and economy compensate to drift system. Go away the marketplace way. Prop up and cultivate the ecology environment construction industry.
