摘　　要：高等学校在从事科学研究和技术开发的过程中 ,形成了面向经济建设需要的人才队伍培养和科技基地建设的局面 ,由此产生了对原始创新成果和知识产权的保护不足 ,直接导致了高校知识资本流失 ,影响到高校科技原始创新的积极性和科技水平。为此 ,高等学校应该以自己为主体 ,以企业为支撑 ,以市场为舞台 。In the course of colleges and universities' sci tech research, due to the lack of protection for original innovative achievements and intellectual assets, the talents go away and intellectual assets run off in colleges and universities, which is directly resulted in the passive impacts on the positivity and sic tech level of doing sic tech researches. By this, taking colleges and universities as main body, enterprises as supporting power and market as stage, the colleges and universities should build their own's strategic implement system of intellectual asset's protection.
