摘　　要：建立社会主义市场经济体制的客观要求,决定了我国财政体制改革的公共财政方向。为了提高公共财政模式 的质量与高效率,民主机制的建设是必不可少的。没有有效的民主机制就无从谈起公共财政。民主机制的建立与健全又 和政府的职能转变密切相关。The objective demand for the construction of socialist market economy system decides the public finance direction of our country's finance system reform. The construction of democratic mechanism is absolutely necessary in order to improve the quality and efficiency of public finance. Public finance doesn't exist without efficient democratic mechanism. And the construction and perfection of democratic mechanism are connected to the function changes of government tightly.
