摘　　要：20 世纪 60 年代以来,非政府组织迅速发展并填补了因政府职能转变而留下的空间,在协助政府满足公共需求方面发挥着积极的作用,但合作过程中也带来了一些消极影响。文章提出了两者合作过程中出现的紧张关系即创造性冲突,及其产生的原因和作用,并对这种创造性冲突进行调整的几点思考。Since 1960s’, non-governmental organizations have been rapidly developed and filled the vacancy of government when the latter’s function was in shift. Non-governmental organizations have played very important role in assisting the government to meet public needs. However, there are some negative effects in their co-operations, like the loss of authorization of government and loss of independence of non-governmental organizations. This article probes into the intensified relation in their co-operations, that is, the creative conflicts. Causes and roles of conflicts and how to adjust conflict are also discussed.
