城市公立非营利性医院管理体制改革的路径分析

摘　　要：通过对我国公立医院体制改革的形成与发展、问题与难点、前提与关键、目标与出路及衔接与协调 5个方面问题的探讨 ,认为竞争机制的缺乏即是当前医院改革面临的主要问题形成的外部原因 ;产权制度创新是突破体制改革绕不开的关节 ;制度不对称也是制约体制改革的重要因素。在对改革目标模式分析的基础上 ,提出了构建现代医院制度的路径选择。Studying the formation and development, problems and difficulties, premise and keys, targets and methods of public hospital system reforming, the paper put forward that lacking of competition mechanism was the exterior reason of the main problems that the hospital reform facing; creation of property right was primary to the system reform; dissymmetry of system was the restriction of system reform. After analyzing the goal mode of hospital management system, the paper brought forward the choices for construction of modern hospital system.
