试论政府失灵的表现

摘　　要：在市场经济条件下 ,政府在弥补市场失灵的过程中也会出现政府失灵。其在宏观层次上表现为政府既难以做到使自身配置的资源总量合理 ,也难以实现社会总供求的均衡 ;在中观层次上既表现为政府自身资源配置结构不合理 ,又表现为政府对私人经济部门经济结构的调节可能不符合效率和公平原则 ;在微观层次上既表现为政府自身的微观资源配置行为缺乏效率 。In the circumstance of market economy, government's malfunction can also appear when the government is making market malfunction up. On the macrolevel, it is shown that government has difficulty making the total resources amount of self collocation reasonable and balancing the general social supply and demand; on the midlevel, the representation is that government's self resources collocation structure is unreasonable, and that government's adjustment for the economic structure of private economic departments can't fit into the principles of efficiency and fairness; on the microlevel, the performance of government's self micro resources collocation lacks of efficiency and government can't properly adjust microeconomic conducts of private economic departments.
