摘　　要：我国实施行政许可法后,政府问责制必须到位。作为行政监管部门如何履职,才能有效而有为地履行责任?如何对行政相对人的活动实施有效监督,确保权力与责任的统一?如何维持社会秩序实现对社会的治理?如何在行政过程中更人性化、科学化,变直接管理为间接管理,变静态管理为动态管理,使服务重于管理,引导重于制裁?从理论与实践两个层面进行有益的探索很有必要。After the implementation of The Law of Administration Permit, the system of government inquiry must be in set. To act as a supervise department, how to accomplish the responsibility fruitfully and resultful? How to ensure the unification of power & duty? How to keep the stability of the society for the management goal? How to be more humanisdc & more scientific in the processes? How to change the direct-management to indirect-management、static state-management to dynamics state-management with more service and less punishment?
