摘 要:拍卖作为一种竞争最激烈的国有土地使用权出让方式,为搞活土地市场起到了一定的积极作用。但近几年来土地拍卖市场上由于政府的短期行为和开发商的不成熟,导致地价非理性上涨,不利于土地市场的健康发展,也不利于房地产业的可持续发展。为了规范土地拍卖行为,必须从制定科学合理的城市土地开发供应计划、限制竞买人资格、实行最高限价、建立多渠道的土地拍卖供应市场、完善住房供应体制等措施,促进土地拍卖市场的理性发展。Auction-sale is used as the most vigorous competition way of state-owned land's usage power offers for sale way, and it has taken certain positive effect for making the land market live. But in the last few years, because of governmental short-sight behavior and developing company' s not mature behavior in land auction-sale market, prices of land is soaring unreasonably, so that do harm healthy development of the land market, and also do harm continous development in long run in the real estate industry. For the sake of the behavior normalization that of selling land by auction, we must form the establishment science and reasonable of city land development supply plan, limit the buyer's qualifications, practice the highest price control, establish the many paths of the market of auction-sale land offers for sale, perfect measures of housing supply, and finally, we must promote development of the auction-sale land market reasonably.
