摘　　要：政府法治论通过两个巧妙定位———政府与法治,从深厚的政治哲学、法理以及宪政基础予以立论,有着丰富的理论特色并经受了实践的检验。其作为一种合理的行政法理论基础,以自身的努力支撑起了宏伟的现代行政法的理论大厦。The theory about government in the rule of law, through two orientations about government and the rule of law establishes its statement with the foundations of politics and philosophy、theories of law and the government of constitution. It is theoretically characteristic and practically tested. As a reasonable foundation of administrative law theories, it supports the magnificent theory building of modern administrative law with its own efforts.
