摘　　要：中国共产党十六届三中全会提出的科学发展观 ,其核心是要坚持以人为本 ,这使社会政策的意义凸显。社会政策和科学发展观的“接口”是什么 ,它在落实科学发展观中处于什么样的结构性位置 ,中国社会政策设计中有哪些问题是需要反思的 ,在进行政策模式的选择时 ,有哪些国际理论和经验是可资借鉴的 ,这些问题都事关全局 ,对它们的研讨具有重大的理论意义和现实意义。有鉴于此 ,《中国社会科学》、《国际社会科学杂志》编辑部和北京师范大学社会发展与公共政策研究所于 2 0 0 4年 5月 1 5日召开了“科学发展观与社会政策研讨会” ,来自香港大学、北京大学、清华大学、复旦大学、中央党校、北京师范大学和中国社会科学院的学者参加了会议。会后 ,我们组织了下面的笔谈。The coordinated socioeconomic development proposed at the Third Plenary Session of the 16th Central Committee of the CPC entails as its core an emphasis on huma nistic considerations, which brings to the fore the significance of social polic ies. On May 15, 2004, a symposium on “Social Policy and Coordinated Socioeconom i c Development in China' was held by Social Sciences in China, the Internationa l Social Science Journal of UNESCO and the Institute of Social Development and Pub lic Policy of Beijing Normal University, in an effort to seek answers to the fol lowing questions: In what way are social policy and coordinated socioeconomic de velopment related? What is the role of social policy in implementing coordinated socioeconomic development? What are the problems in our past design of China's social policy? And what theories and experience can we borrow from other countri es? These questions are important in both theoretical and practical terms, as th ey will have an impact on China's overall development. Appearing at the symposiu m were professors and researchers from Hong Kong University, Peking University, Qinghua University, Fudan University, Chinese Communist Party School, Beijing No rmal University and CASS.
