摘　　要：不同的经济学理论研究了政府与市场经济活动的关系，相应地，也假定选择了政府在对市场经济活动进行管理时的不同的行为角色，它逐步促成了保障政府经济管理行为实现有效性的两个最基本的理论命题，主导着政府经济干预或管理行为向适度化、科学化、系统化方向演进。Different economic theories study the rela- tionship between the government and the activities in market economy. Consequently, assuming that the government is chosen to play different roles in managing the aetivities in market economy, thus gradually producing the two most basic theoretic subjects of assuring that the economic managing behaviours accomplish effciency. It instructs that the economic interposition hy the government will go in the direction of appropriateness, science and systemization.
