摘　　要：论述了市场机制发挥作用必备的4个条件,即:不存在外部经济,不存在“公共品”,市场主体拥有完备的信息,不存在垄断。而林业产品恰恰存在外部经济和“公共品”这两个固有特点,除此之外,目前林业产业存在的信息不灵,一家进山收购木材等状况也影响着市场机制作用的发挥。在这一分析基础上,讨论了林业宏观调控的特征,具体分6个方面。The author states four necessary conditions to play a role of market mechanism:no external economy,no common resources,no monopolization and manager getting perfect information.But forestry just owns two characteristics:external economy and common resources,besides that,unknown-well information and mono- polistic timber purchase in forestry also influence to play the role of market mechanism.On this basis,author discusses the characteristics of forestry macro regulation and control from six aspects.
