摘　　要：依据有关统计数据,从总量、人才密度、人才学历结构、职称结构、地域分布、行业分布、部门分布、论文与专利数量、R&D经费投入方面对湖北科技人才的数量、质量、结构及创新活力进行了描述,并提出湖北科技人才现状存在的主要问题是人才外流,结构性短缺及创新活力不足;其深层次原因在于湖北经济和社会对科技创新的需求不足。因此,建议政府在转变人才观念的前提下,加快科技体制改革步伐,创造一种需求推动型人才资源开发机制,充分利用市场机制并辅之以行政的、法律的手段合理配置人才资源。This paper,according to relevant statistical data such as the amount,density,educational background,title structure,the region distribution,the paper and patent quantities,the funds input of R&D and the talent distribution in different professions and departments,etc.described the present situation of talent resource of Hubei from the strucure,the innovation vigor,the quality and the quantities.The main problems in the Hubei talent recourse are the insufficient the brain drain,structural shortage and the lacking of innovation vigor.It's deep reasons lies in the demand for the innovation of science and technology of Hubei's economic and social being below.Therefore suggests govenment should accelerate the system reform step of science and technology under the prerequisite of change talent idea,acreate a kind of mechanism of demanding promoting talent resource development,and fully using market mechanism assisting with administrative,legal means reasonably disposition talent resource.
