摘　　要：近几年无论是政府还是企业,在信息化建设方面的资金投入力度都在加大。为确保这些新建或扩建项目的安全和质量,最大限度地保护投资方的利益、减少投资风险,将信息系统的建设过程引入监理机制势在必行。In recent years, there is an increasingdevotion of capital in the build of informationization both inthe government and in enterprises.In order to insure thesecurity and quality of these new or expend project, protectthe benefit of the investment with maximum, introducingsupervise mechanism into the build of information system isimperative under the situation.
