摘　　要：在我国养老保险体制的转轨过程中 ,政府正从近乎平均主义的公平取向转向公平与效率相结合 ,并主动缩小了自己的责任空间 ,市场化的管理意识渐趋明显 ,但政府还应在养老保险隐性债务的偿还。As the transforming process of the endowment insurance system keep going, the orientation of China's governmental function is turning to the combination of justice and efficiency from the original nearly equalitarian orientation. The government has actively limited its own functional duty space and step up management on the system according to market mechanism. In this article the author points out that the functional system of the government should be improved in the following aspects: the reimbursement of the recessive debt of the endowment insurance, the form of the pension market, and the management of the occupational pension system.
