摘　　要：犯罪分子挟持人质往往是为了达到特定的目的。挟持人质作为一种手段而存在 ,这种逻辑为运用谈判化解或解决危机提供了前提。警察要运用谈判手段解决危机 ,就应当精选谈判人员 ,根据挟持者的类型、挟持者提出的要求等具体的情况 ,采取有效的策略与挟持者进行沟通。The criminals take hold of hostages usually is for attaining certain particular purpose. Taking hold of the hostages to be used as a kind of means, this makes it impossible to solve the crisis through negotiation. Carefully selected negotiators and valid strategy to be used for proceeding communication with criminals are vital in resolving hostage crisis through negotiation. The strategy is especially decided according to such particular situations as the type of criminals and demand requested by the criminals.
