摘　　要：从1973年至1980年全世界经历两次能源危机之后,节能已引起人们的高度重视,因为能源和经济发展密切相关。我国在能源上的指导方针是“开发和节能并重,近期把节能放在优先地位。”因此,须提高全民节能意识,落实节能措施。做到科学用能,合理用能,提高能源利用效率,减轻能源使用对环境造成的污染。After the whole world saw the energy crises twice since 1973 to 1080, much attention has been attached to the energy conservation, as energy resources are closely connected with the development of economy. The guiding principle of coping with energy problem in our country is that energy development is as important as energy conservation, and in recent years the latter is in favor of the former. Therefore, the consciousness of energy conservation must be promoted all over the country and the measures of energy saving and conservation effectively implemented so as to utilize energy scientificly and reasonably, promote the ratio of energy utilization, and reduce the environmental pollution due to energy consumption.
