摘　　要：简述了中国籍船舶连续三年在日本PSC检查被滞留的情况 ,分析了日本采用的T -MOU目标因素选船法、日本PSC检查的特点和PSC滞留响应程序 。The detention rate of Chinese vessels have been ve ry high by PSC inspection in Japan for the last 3 years. The paper explores the ef fective ways to reduce it, on the basis of analyzing on the Target Factors of To kyo-MOU, the characteristics of Japan PSC, the procedures of PSC inspection and detention action.
