摘　　要：吉林省四平市计生委以江泽民同志"三个代表"重要思想为指针,以及时查处、办结信访案件为重点,以控制、杜绝进省进京个人访、集体访、越级访为目的,以政策、法律、条例为依据,充分调动各级计生部门力量,切实解决群众的信访问题,把各类信访案件解决在基层和计划生育系统内部,使各种不稳定因素化解在萌芽状态,有效地遏制了群众信访增多的势头。The current thesis compares and analyzes the situation of letters and visits from masses in 2003 and 2002, from which the changes of form, content and department of letters and visits from the masses in Family Planning department. The comprehensive analysis of countermeasures shows the regularity of doing well in dealing with letters and visits from the masses. The concrete explanation of coun-termeasures has shown a certain reference.
