摘 要:以B市为例,探讨如何由单一计量水价逐步改革为两部制水价.根据B市水库群实际供水量及重新估算的固定资产值,按照基本水量和基本水价模式设计,确定B市生活供水年基本水量2亿m3,年基本水价12320万元.在此基础上,进行两部制水价模式设计,可相应求出水利工程向城市供水的基本供水价格为0 62元/m3,计量供水价格为1 11元/m3.将来随物价水平与供求关系变化,应不断调整水利工程的供水价格.建议下一步研究阶梯式水价等问题.With city B taken as an example, a discussion is made on the two-part water price system, in which the fundamental water price is combined with the quantitative water price. Based on the potential water supply capacity of reservoirs in city B and the fixed assets reevaluated, the fundamental volume of annual domestic water supply in city B was obtained, i.e. 0.2 billion m^3, and the annual water price was 123 million Yuan according to the fundamental water volume and the water price model. On such a basis, a two-part water price mode was developed, and the fundamental price of urban water supply by hydraulic projects and the quantitative water price were derived respectively, i.e. 0.62 Yuan/m^3 and 1.11 Yuan/m^3. Finally, it is suggested that the water supply price should be continuously regulated with the variations of the market price and the relation between water supply and water demand, and that the cascade water price should be studied as well.
