论技术标准的作用及其对综合国力的贡献

摘　　要：对综合国力的概念、内涵、构成要素及其评价进行了简要论述,认为技术标准在与综合国力密切相关的社会、经济发展和生态环境保护的各个领域中起着至关重要的作用,并对这些作用进行了分析。探讨技术标准与综合国力的相互关系对于我国标准化事业发展有着重要的意义,由于技术标准对社会经济发展和综合国力的贡献和科技进步的贡献具有一致性,建议从这个角度开展相关定量研究。Conception,connotation,composing elements and evaluating method of comprehensive national power were introduced briefly.Technical standard played an important role in some fields such as society,economic development,and environmental protection,which were closely related to comprehensive national power,and the functions of technical standard were analyzed.It was of important significance to study the relationship between technical standard and comprehensive national power.There existed consistency between contribution of technical standard to social and economic development and contribution of science and technology progress,so,carrying out relative researches from this point of view should be emphasized.
