摘　　要：由于改革开放的深化以及全球化的冲击 ,我国正向典型的现代社会发展 ,在这一过程中危机也在不断出现并演化。在公共行政的危机决策能力中 ,政府官员、公共管理者的危机管理意识、知识和能力 ,以及整个社会公民对危机的认识及应对能力是十分重要的因素。我国政府与公众应该深刻理解危机的概念与决策特点、危机决策的基本原则。Due to the impact of the reform and opening-up and the globalization, China is transforming to a typical modern society. Meanwhile there are crises emerging and evolving now and then. The awareness and knowledge of crisis in administration, with the capability of government officials, public administrators, and the mass are very important in the process of decision-making in public administration. The government and the mass should fully understand the concept of crisis and the characteristics of decision-making during these times including problems such as the principles of crisis decision-making, international cooperation for solving the crisis etc..
