摘　　要：公务员素质是国家吏治的基础,是影响政府机关行政能力与行政效率的关键.如何优化公务员健康成长环境,全面提升基层政府公务员整体素质,是公务员队伍建设的一项基础工程,也是影响二次创业成败的重要因素。Civil servant's quality is the foundation of a country's offici al sys tem,it is the key point that affects the government's administrative ability an d efficiency.How to optimize the growing environment for the civil servants,and upgrade the overall quality of the civil servants in the basic level government is an elementary project in building the civil servant group,and also an importa nt factor that involves in the regeneration.
