摘　　要：信息网络传播权引出的授权许可对数字图书馆形成版权障碍 ,法定许可则不包括图书馆。在有关规定中给予数字图书馆法定许可这一例外 ,是促进数字图书馆健康发展的宽泛出路。The right of information network propogation has brought in the authority permission which creates the obstatle for the digital library.By now,statutory permission doesn't include library.In some regulations,digital library has been given statutory permission with some exception which broadens the road for digital library and encourages it to grow more healthily.
