摘　　要：政策过程始终是各种社会力量相互博弈的过程 ,公民作为政策主体的重要组成部分 ,自发地渗入政治生活中 ,其对政策过程的影响力、制约力逐步加强。公民参与已不是漂亮的词汇 ,而是具有现实意义的政治行为 ,这是由人的内在需要、政治现代化以及政府自身的改革要求等决定的。公民参与是实现行政民主的动力 ,也是政府改革的重要目标 。The process of making policies is always that of different forces struggling with each other. As an important element of the main body of the policy-makers, citizens exert more influence and restricting force in the course of policy making. Their involvement is a political deed of great realistic significance, the motivation for realizing administrative democracy and the important goal of government reform.
